In my previous article, I introduced the concept of Enterprise Architecture Governance and explained why it is essential for large organisations to have an effective governance practice in place. In this article, I will explore the steps required to establish an Enterprise Architecture Governance Framework.

The process of establishing an Enterprise Architecture Governance Framework involves the creation of policies, procedures, and guidelines to guide the development and implementation of enterprise architecture. This framework provides the structure for managing the enterprise architecture practice and ensuring alignment with the organisation's strategic goals.

To establish an effective Enterprise Architecture Governance Framework, several teams and leaders in the organization need to be involved. The following is a RACI model to outline their roles and responsibilities:

1. Responsible: Enterprise Architecture Team

The Enterprise Architecture team is responsible for developing and maintaining the Enterprise Architecture Governance Framework. They will work with the other teams to develop the policies, procedures, and guidelines necessary for the effective management of enterprise architecture.

2. Accountable: Enterprise Architecture Steering Committee

The Enterprise Architecture Steering Committee is accountable for the Enterprise Architecture Governance Framework's overall success. This committee ensures that the framework aligns with the organisation's strategic goals, monitors its implementation, and approves any changes to the policies, procedures, and guidelines.

3. Consulted: Business and IT Leaders

Business and IT leaders are consulted during the development of the Enterprise Architecture Governance Framework to ensure that it aligns with the organisation's strategic goals and meets their needs.

4. Informed: IT & Business Stakeholders

All IT & Business Stakeholders are informed of the policies, procedures, and guidelines that govern the use of enterprise architecture. They are responsible for following these guidelines and reporting any issues or concerns to the Enterprise Architecture team.

The following are the steps required to establish an Enterprise Architecture Governance Framework:

1. Define the scope and objectives

The first step is to define the scope of the Enterprise Architecture Governance Framework and its objectives. The scope should include the enterprise architecture domains, components, and stakeholders that the framework will cover.

2. Identify the stakeholders

Identify the stakeholders who will be involved in the development and implementation of the Enterprise Architecture Governance Framework. These stakeholders should include business and IT leaders, Enterprise Architecture users, and the Enterprise Architecture team.

3. Develop the policies, procedures, and guidelines

The Enterprise Architecture team should develop the policies, procedures, and guidelines that will govern the development and use of enterprise architecture. These policies should be aligned with the organisation's strategic goals and objectives.

4. Obtain buy-in and approval

Obtain buy-in and approval from the Enterprise Architecture Steering Committee and other stakeholders. They should review and provide feedback on the policies, procedures, and guidelines and ensure that they are aligned with the organisation's strategic goals.

5. Communicate and train

Communicate the Enterprise Architecture Governance Framework to all stakeholders and provide training on the policies, procedures, and guidelines. This communication should include the roles and responsibilities of each stakeholder in the framework.

6. Monitor and update

The Enterprise Architecture team should monitor the implementation of the Enterprise Architecture Governance Framework and update it as necessary to ensure that it remains aligned with the organisation's strategic goals.

Establishing an Enterprise Architecture Governance Framework requires the involvement of several teams and leaders in the organisation. The Enterprise Architecture team is responsible for developing and maintaining the framework, while the Enterprise Architecture Steering Committee is accountable for its overall success. The other teams and leaders are consulted and informed during the development and implementation of the framework. Following the steps outlined in this article will help organisations establish an effective Enterprise Architecture Governance Framework.

In the next article, I will explore the second aspect of enterprise architecture governance: defining and enforcing standards for enterprise architecture artefacts.
